Voltage regulator only when voltage changes above 5 volts

Hi! First sorry for the lack of a circuit drawing, I'm still struggling to learn proper drawing skills! Basically I'm feeding my circuit from a stable DC voltage phone charger, these type of chargers will send out 5 volts normally, but when the phone calls for it, it will step up to 10 volts for faster charging. I want to have a circuit that has a regulator that only activates when that voltage jumps up to 10 volts, but the regulator will be bypassed when it's at the normal 5 volts. I think maybe the proper setup of a zener diode plus my linear regulator would do this? Thanks ! (current draw is intermittent, maybe 600 milliamps peak, but I havent measured this exaclty)

I would feel inclined to throw away the charger and use a 5V usb wall wart. Persevere with the drawing, it gets easier, especially if you use a mouse.
