How can we measure the time constant?

Hi everybody! I would like to know how can we measure the time constant with circuit lab, I mean , experimentally.

The time constant of what exactly?

An RC low pass circuit?

An RC high pass circuit?

The decay of an exponentially damped sinusoidal oscillation?

A hot cup of tea?

The diffusion of pollutants in a river with a constant and uniform flow?

The time it takes for the last glimmerings of common sense to decay to less than 0.01% of the initial value in the average British politicians brain?
