Based on the "Hydraulic Ram" water pump.
Where inertia of water flow is used to
pump water to a higher pressure.
Higher inductance Relay, should work better. When the magnetic strength of the 'Relay' gets high enough to open its switch, the collapsing magnetic field tries to maintain current flow, and is now in effect in series with the voltage source, this charges capacitor 'C1' through diode 'D1'. Diode 'D1' prevents discharging capacitor 'C1' when the relay switch closes. A 'Buzzer' may replace the 'Relay'.
