This circuit is not appropriate for removing a DC offset from the input voltage. Yes, capacitors block DC, but there needs to be a discharge path to ground (via a resistor). Otherwise, the capacitor cannot discharge and the output of the op amp goes towards one of the rails.
Feel free to simulate the circuit yourself to see the effect. Simple click the "Open in editor" button, then "Simulate". If you click the "Time domain tab" there should be a few simulation parameters already typed in. You can then click "Run Time-Domain Simulation".
