The idea here is an electronic game timer that keeps track of each player's remaining time separately, for example in a timed game of chess, where your clock is only counting down when it is your turn.
Time remaining is represented by the color of the LEDs. As your time expires, the color slowly fades to red. Flip the thing over to change whose turn it is. The physical construction is supposed to be reminiscent of an hourglass. The rotary switch selects how much time to put on the clock.
