Voltage is applied to two parallel legs of equal resistance. Each leg contains two equal resistors. Voltage is measured across the two legs between the resistors. If both legs are equal then the voltage drop across VM1 will be 0Vdc. If one leg is different than the other the legs will have different voltage drops at the mid-point and create a difference of potential across VM1.
