This is a circuit that converts a single supply to a double supply without using a centre tapped transformer.
The principle of this circuit is that 2 transistors are used as voltage dividers to give a ground reference. The op amp has one input connected to a reference voltage decided by the 2 1k resistors and compares it to the potential between the two transistors . When the the 'ground' starts shifting then the op amp recompensates base bias of the transistors and keeps it at reference voltage
