Summary

Used resistors for lights as there was no symbol for a light. The top 2 show the way a light and outlet could be wired to function correctly with either the light only or both the light and outlet effected by the switch. Note that the light and outlet are both in parallel in any correct implementation.

The bottom shows what I think is happening at your place. Note that the light and the outlet are in series and the switch seems to by pass the outlets. When the switch is open, the voltage divides across the 2 resistances in series and thus each element sees less than its normal amount of voltage. When the switch is closed the light receives its full normal voltage, but the outlet only receives a small amount due to the small amount of resistance in the switch and wiring (if the closed switch were ideal and resistanceless it would show 0V),
