Using a simple diode pump to generate a negative supply rail from a pulsed voltage source.

Using schottky diodes will reduce the diode drops.
Note that the pulse source can have any DC offset: it is decoupled by C1. It is the swing of the pulsein signal that determines the output voltage.
The simulation shows how the circuit behaves for different CLK1 duty cycles.
